ELCAC PRLEC Capacitates Former Rebels, Troops, Dependents — Concludes Four (4) Community-Based Skills Training

The Poverty Reduction, Livelihood, and Employment Cluster (PRLEC) of Task Force to End Local Communist Armed Conflict (TF-ELCAC) chaired by the Technical Education and Skills Development Authority (TESDA) successfully concluded four (4) of its community-based skills trainings on November 17, 2020 held at Army’s 53rd Infantry “Matapat” Battalion (53IB) Headquarters, Camp Sabido, Guipos, Zamboanga del Sur.   

The 4 trainings facilitated by TESDA are Defensive Driving , Preventive Maintenance, Pastry Making and Procedures, and Installation of Wooden Cabinet with 25 students—6 of which are Former Rebels.

In his message, 53rd IB Commanding Officer Lt. Col. Jo-ar Herrera expressed his gratitude and recognized TESDA’s efforts and contributions to ending local communist armed conflict.

“First of all, I would like to express my utmost gratitude to TESDA for their game-changing efforts in bringing the government closer to the people,” said Lt. Col. Herrera.

“TESDA showed what real collaboration and convergence is. We are doing great because we have compassionate partners who are also doing great,” Lt. Col. Herrera added.

Meanwhile, TESDA-IX Director Dan Navarro also thanked 53rd IB led by Lt. Col. Herrera for their excellent convergence efforts to better serve the communities especially the vulnerable sectors in far-flung barangays.

“I thank the 53rd IB led by Lt. Col. Herrera for the  opportunities to better serve our fellow Filipinos in the hinterlands,” said Dir. Navarro.

“[To the Former Rebels]: You have seen how much your government loves you and cares for you. Continue to be better members of the society and in due time, you will reap what you sow,” added Dir. Navarro in local dielect.

Certificates of Appreciation were also given by the 53rd IB Commander to TESDA in grateful appreciation for their support to 53rd IB.

PRLEC is the ELCAC cluster that establishes decisive and institutionalized measures to address poverty affectation among marginalized communities and basic sectors.

It empowers vulnerable sectors in the community and equip them with skills and knowledge to better themselves as effective members of our society. 

It is also the lead cluster to develop stable conditions with specific emphasis on poverty alleviation and sustainable economic interventions for basic sectors, all aligned with the mandates of EO 70 which institutionalizes the Whole-of-Nation approach to finally end the 52-year-old Communist-NPA terrorism in the country.
