Municipality of San Miguel revisits the RCSP, ECLIP
The municipality of San Miguel headed by Hon. Angelito Martinez II, Municipal Mayor conducted a reorientation of the Retooled Community Support Program (CSP) & Enhanced Comprehensive Local Integration Program (ECLIP) and joint MADAC-MPOC meeting held at 2nd floor, E-Center, San Miguel, ZDS on 28 August.









Mr. Jose Ruel Trobanos, LGOO IV from the DILG discussed the Importance of EO 70 or also known as Ending Local Communist Armed Conflict (ELCAC) while Mr. Chris Joe Morales tackled about the RCSP which will be the primary program in the inter-cluster effort at the ground level where the action happens.
“Issues were all focused on socio-economic and cultural problems which are non-traditional military problems. And so, LGU shall be the lead for this RCSP because it has the primordial concern on socio-economic and cultural problems while the AFP to address the armed component of the local communists and will serve as the catalyst for change.”, said Mr. Morales.
Meanwhile, the Implementing Guidelines for the Provision of DILG Administered Package of Assistance under ECLIP was tackled by Mr. Glenn Paul P Abong, LGOO II.
Aside from the reorientation, a joint MADAC-MPOC meeting was also conducted where the 53rd IB gave the Situation Update in the said municipality while the PNP discussed the updates on Drugs and the new parameters in declaring a Drug-free barangay
“Nowadays, we had observed and witnessed the different approaches of the government in addressing insurgency. The LGU, together with the 53rd IB and PNP, are doing our full effort and hopefully one day the insurgency will be eradicated in our municipality.”, Mayor Martinez said during his message.
Lt. Col. Jo-ar Herrera, Battalion Commander of 53rd IB said that we need the support of the community and the LGU to end this Local Communist Armed Conflict.
“We, the military only serves as support. It is the LGU that actually address the problems through good governance and delivery of basic services. In the municipality of San Miguel, you are lucky that you have Mayor Martinez because he really has the urge to make his municipality insurgent-free.” Lt. Col. Herrera said.
